Policies & Procedures
Basic Principle: All student behavior needs to support and encourage, not hinder or disrupt the learning process. Every student has a responsibility to make sure that their behavior and attitude positively contribute to the learning environment for the group.
All activities should be relevant to the content and the learning process of the class. The following are examples of OBCD’s expectations:
- Students should arrive to class and return from break on time.
- There should be no texting or IMing during class.
- Cell phones should be off or on “silent mode.” No talking on cell phones is permitted during class.
- Students should not eat meals in class.
- Students should refrain from long or frequent conversations that do not pertain to the topic of class.
- Students who need to leave for any reason should do so quietly. If you need to leave often, sit near an exit, and tell your teacher in advance.
- Students should refrain from distracting behaviors such as walking around in class, putting one's head down on the table or desk, or talking to other students.
- Students are encouraged to participate; when someone else is speaking, listen, even if you do not share their opinion.
Remember that everyone has an equal right to participate. Be respectful. Treat people as you wish to be treated.
The College has a formal Student Conduct Code that specifically applies to Credit students. The following violations from that code constitute inappropriate behavior and apply to Non-Credit students as well:
- Disregard for the property and rights of others including the right to be free from verbal abuse or harassment. Engagement in any abusive or demeaning conduct or obscene gestures directed toward another individual or group which has the effect of creating a hostile environment or impedes the right or privileges of others
- Physical abuse or threats against any person or persons, or other conduct which threatens or endangers the health or safety of any such person or persons
- Theft, larceny, embezzlement, fraud, or the temporary taking of the property of another or possession of stolen goods without permission
- Unauthorized occupation, unauthorized entry or unauthorized use of any College facility or College-related facilities or premises
- Unauthorized use or possession on the campus of firearms, ammunition, explosives, fireworks, or other dangerous weapons, substances, or materials
- Illegal manufacture, sale, possession or use of any scheduled drug, such as narcotics, barbiturates, central nervous systems stimulants, marijuana, sedatives, tranquilizers, hallucinogens, and/or similar drugs and/or chemicals
- Vandalism, malicious destruction, damage, defacing, or misuse of College, public or private property, including library materials and all computers
- Obstruction or disruption of teaching, learning, research, administration, discipline procedures or other College authorized event. Disruptions of teaching and learning include tardiness, offensive language or behavior, noise and improper use of personal communication devices (e.g., cell phones, headphones, pagers, palm pilots, and laptops
- Obstructing or restraining the passage of any person at an exit or entrance to the College campus or property, or preventing or attempting to prevent by force or violence or by threats thereof, the entrance or exit of any person to or from said property or campus without the authorization of the administration of the College
- Setting a fire on the campus or campus-related premises without proper authority. Inappropriate use of any combustible or chemical or flammable substance which may present a fire hazard, annoyance, threat, or danger to property or person and/or persons on College premises
- Falsification, alteration or withholding information related to academic records/documents
- Furnishing false information to a College employee with intent to deceive
- Failure to meet any college-related financial obligations
- Unauthorized use, possession, or alteration of firefighting equipment, safety devices, College Police property, or other emergency or safety equipment
- The intentional making of a false report of a bomb, fire or other emergency in any building, structure, or facility on College premises or College-related premises by means of activating a fire alarm or in any other manner
- Disorderly conduct, including rioting, inciting to riot or assembly to riot
- Participating in hazing
- Failure to present identification to a College employee in response to a request.
- Possession or consumption of alcoholic beverages in any form on College premises or College-related premises, except in those areas of the College premises or College-related premises where the President or his/her designee has authorized the serving of legal beverages, subject to prescribed regulations.
- Violation of any published policies, rules and/or regulations promulgated by an official College office.
- Interference with performance of duties of any College employee.
- Theft, sale, and/or possession of stolen books or supplies.
- Failure of a student to respond to written communication in connection with an alleged violation of the Student Conduct Code.
- Engaging in any form of gambling while on College premises or at functions sponsored by the College.
- Misrepresentation of oneself or of an organization to be an agent of the College.
- Any other violation of existing local, state or federal law.
Students who violate OBCD expectations of behavior, who commit any of the above listed violations, who are disrespectful, who act with disregard for the needs of others, will receive one verbal warning, which will be documented by the instructor and turned in to the OBCD office, and may be removed from class. A student who exhibits behavior that constitutes a threat to safety or in the opinion of the instructor, renders the class unmanageable will be removed immediately and documentation will be sent to the OBCD office for further action.
If a student feels s/he has been treated unfairly s/he may file a written appeal with the Executive Director of OBCD who will investigate the incident and may hold a meeting with the parties involved before rendering a decision.

For courses costing over $500, an installment payment plan is available as follows:
- 50% of fee at time of registration
- 75% by first day of class
- 100% 30 days after class starts or as contract states
Students who fail to meet the payment schedule will be dropped from the class. Students must come to the Outreach, Business & Community Development office to set up a contract. Call 732-224-2302 with questions.
Cancellation & Refunds
The College reserves the right to cancel a course if enrollment minimums are not met. We will contact you via mail, if time allows, or call you by phone if your course is cancelled by the College.
Refund Policy
A $15 processing fee will be deducted from all refunds. All refunds will be issued in the form of a check. Please allow two to four weeks for processing.
Our refund policy regarding cancellations is the following:
- 10 or more days before the beginning of a class: 100% refund of full course fee
- 9 to 5 days before the start of class: 50% refund of full course fee
- Less than 5 days before class start date: no refund.
There are no refunds for trips, ticketed events and specified training programs.
Healthcare Training, Nursing and Radiologic Technology Continuing Education Refund Policy
Certificate programs with a course code beginning with XMEDD, XMEDG and XMEDR, as well as RN Refresher course (XMEDN 007) and Operating Room Nursing (XMEDN 006):
- 21 or more days before the beginning of a class: 100% refund of full course fee
- 20 to 10 days before the start of class: 50% refund of full course fee
- Less than 10 days before class start date: no refund.
The general refund policy stated above applies to all other Healthcare Training and Nursing Continuing Education courses,
All refunds will be issued in the form of a check. Please allow two to four weeks for processing.
Appeal Process - Only under extreme, extenuating circumstances would an appeal be considered beyond that point. Registrants requesting an appeal must do so in writing, stating their reason, providing supporting documentation. (i.e., medical note from doctor, accident report, etc.) and include course name and start date.
Students that meet all the requirements for course completion will receive a Brookdale Outreach, Business and Community Development certificate. Attendance of 80% is required in all courses with some exceptions when 100% attendance is required to receive a certificate. Some courses qualify the student to sit for a state or national certification examination or license. A $15 fee will be charged for the replacement of any certificate.
CEUs are nationally-recognized units earned by participating in qualified continuing education programs. One CEU is awarded for each 10 hours of participation and 80% attendance. Business & Community Development is also registered with the NJ Department of Education as a Professional Development Provider.

Tuition waivers are accepted for many of our non-credit classes on a space available basis, 24 hours in advance of the class start. Students using tuition waivers (firefighters, first aid volunteers and unemployed students) may not pre-register for courses. Waivers will not be applied toward any courses where the student is pre-registered. Waivers apply to tuition only, and all materials and lab fees must be paid by the student at the time of registration. For further information please call 732-224-2302.
Brookdale Community College is a smoke-free college. Smoking is prohibited in all buildings owned, leased, or otherwise utilized for College purposes and over which the college has control of the smoking policy.
On the main Lincroft campus, smoking is allowed only in the six smoking gazebos provided.
Brookdale is located in the center of a residential neighborhood here in Middletown. Please join us in observing the following local traffic laws:
- No left turn from 7-10 AM on Pine Street, Lindy Lane, or Oak Street.
- No right turn from 2-5 PM on Holly, Laurel, or Hickory Lanes.
- On campus speed limits are 25 MPH on roadways and 15 MPH in parking lots. Minimum fine for speeding is $78 and two points.
Parking regulations are strictly enforced by the Brookdale Community College Police Department and summonses will be issues for violations. These summonses are payable to the Middletown Municipal Court.
